Support for the FDN's accreditation with the Green Climate Fund.

This is a technical assistance project funded by the World Bank and implemented by the consulting firm Sureco & Partners. Its objective in 2025 was to guide Colombia’s National Development Finance Corporation (FDN) through its accreditation process with the Green Climate Fund (GCF) via the Project-Specific Assessment Approach (PSAA) window. The expanded scope of the consultancy requires restructuring the PSAA questionnaire, designing a new Theory of Change, and formulating a new Concept Note under the GCF’s energy efficiency, energy access, or power generation guidelines. Specifically, the Concept Note was duly endorsed by the GCF in November 2025. The project, initially focused on climate-resilient infrastructure, was ultimately reoriented toward the renewable energy sector (mitigation), specifically in Non-Interconnected Areas (NIAs).

Goals

  • Identify and select a new eligible project under the low- to medium-risk categories (B or C) permitted by the GCF, in line with its new Strategic Plan.
  • Develop a new Theory of Change (ToC) and a new Concept Note using the GCF’s standard formats for the energy sector.
  • Conduct a new round of local consultations, outreach, and approval sessions with the relevant technical and national authorities in the energy sector.
  • Address the GCF’s key technical requirements: climate rationale, investment criteria, risk analysis, environmental and social safeguards, gender inclusion, inclusion of indigenous peoples, and long-term sustainability strategy.
